A model community development cooperative effort:

Ballard Historic District near Seattle: This community got involved at the start and was able to call some of the shots especially in the business district. They controlled where the development would occur and they have actively solicited involvement of newcomers in the community.

The Complete Communities program began in 1999 as a response by the Board of County Commissioners (BCC) to citizen requests for increased participation in decisions that affect their lives. Its mission, developed by a 65-member design committee, is to "Engage the greatest number of County residents in defining our common and unique community values; identifying the diverse attributes of complete communities; and guiding future policy decisions and actions."

CDCs usually serve a geographic location such as a neighborhood or a town. They often focus on serving lower-income residents or struggling neighborhoods. An interesting model but Manayunk does not fit this definition - "that promote the improvement of the physical and social infrastructures in neighborhoods with populations significantly below the area median income."
